Seche Vite. It’s the classic for that glassy wet look, and it’s under $10 at most drugstores.
Seche Vite can shrink your polish at the tips if your base layers aren’t fully dry, so give them a few minutes first.
If you want to spend a bit more, Glisten & Glow HK Girl is just as glossy without the shrinkage problem (see this). Lasts me about a week before chipping.
